A big thank you to everyone that filled in our online Transport Survey. Without the participation of the general public it would not be possible to give a diverse and balanced opinion on many of the subjects that I talk about on my website. I have now submitted the results of the survey to TTS (Transport and Technical Services) and to Constable Jackson of St Brelade.

I have included all the comments that people made with regards each question on the survey. These are are not my words but yours. I hope to give the public of Jersey an independent voice relevant to the every day issues that affect our daily lives.

In carrying out my own independent survey and submitting the findings as part of this consultation I am satisfied that I have given a snap shot of public opinion as to what the public would expect a Transport Strategy to include, and what they do not wish to see introduced. It will be very interesting to compare the results of the TTS survey to that of my own.

I personally think TTS are there to provide a service to the people of Jersey and make life as easy as possible to get around the Island and more importantly get to work. This is already being achieved using our present transport system, whether that’s a car, bike, motor bike, or bus.

If TTS implement the new taxes they are proposing through the new Transport Strategy it will affect the lives of everyone that drives and will take even more money out of the economy at a time when people can least afford it.

People live very different and independent lives and as such they need the independence that a car gives them. From picking the children up from school to doing the weekly shop the car is the preferred mode of transport for good reason. And it will remain so.

TTS are proposing to introduce a raft of new taxes. They are being put forward as having green credentials and to bring health benefits to the general public of Jersey. It is a fact of life that this needs to be scrutinised for the political objectives and gains that this will bring certain people within our government.

The States policy of pushing the population level up towards the 100,000 mark is causing the problems were facing now, TTS have admitted in this new transport strategy that the school traffic is causing the problem and we get the 15% drop when the children are off school.

So why are the commuters being targeted in the new transport strategy instead of sorting the school bus service and staggering school starting times?

Why is the immigration issue not being seen as the main contributing factor to the traffic problems? Cars do not drive themselves.

The States in the past few years have allowed three times as many people into the island as they stated would be the case in the new immigration policy. These new taxes are no more than a smoke screen for failed policies and increased expenditure which we are expected to pay in the form of increased commuter taxes. The States need to sort out its own increased expenditure before it levies any new taxes on the public of Jersey.

In short, we do not want any new taxes enforced on the public of Jersey.

Based on the following results from our online survey and my own personal opinions I would like to give some alternative recommendations to those being recommended by TTS: 1. 88.1% believe that no new taxes should be introduced on the traveling public. Due to the present economic climate this would only have a recessionary impact. People simply do not have the money for increased taxation. 2. 83.3% do not want an emissions tax imposed on car users. (See above) 3. 83.3% do not want an increase in fuel duty. We are already paying a large proportion in duty with road tax previously included on the price of fuel. 4. An over whelming 92.9% of people do not want a congestion charge introduced. 5. 65.0% of people think the States should be promoting the use of hybrid cars. Although this is not as large a number as you might expect considering the environmental impact that this strategy is promoting it is still worth considering and will have the greatest benefit to the local environment. 6. 85.0% of people are satisfied with the way they travel. Whether this is by car, bus or bike. Life style choices are an important part of this response and must be considered when reviewing the transport strategy. Their will be a great deal of resistance to change transportation habits. 7. 75.0% of people drive to work. This is not as high as I had expected and clearly shows that the mode of transport is relevant to people’s life style and that car usage is not as high as expected. It is not practical to expect someone to walk to a bus stop in the freezing cold, wind & rain & then walk to your work place because the bus won't drop you off close enough and then look like a drowned rat to attend your next business meeting. 8. Nearly 25.6% of people surveyed commute to work by bike or motorcycle. The one thing that has been made very clear on varies forums and to me personally is the lack of parking for bikes and motor bikes. This needs further investment by TTS to resolve this problem which has been clearly identified. 9. 80.0% of the public would not use public transport. This is clearly an indication of the busy and personal lives that people lead and is totally impractical to expect people to use the bus service when it does not offer the convenience of car usage. In most cases it would take to long to get to work. 10. 70.0% of people want more car parks built in town. The major cause of congestion in town is the lack of available parking. People are constantly driving round hoping to find a parking space. This is detrimental to the environment and damaging to businesses in town that do not benefit from increased footfall. More short stay car parking is essential.
